Aside from HEX, which is great, there's a couple of other good pulp RPGs that I believe deserve mention:
Two-fisted Tales by Precis Intermedia is an underappreciated gem that can be set for different power levels of pulp - gritty, gritty, escapist, fantastic, and amazing - to portray noir-style, gritty characters to (proto-)super-heroic legends.
Dicey Tales by Evil DM Productions allows for the rules for Barbarians of Lemuria to be used for pulp adventure. Is is set up like a serial of supplements and requires the Barbarians of Lemuria book.

For games I've read, there's also Forbidden Kingdoms and Rocketship Empires 1936. Sadly Rocketship Empires is not longer made, and the guy who was putting it out seems to have dropped off the map. Even removing it from DriveThru RPG.

Like Trevlix I'm a big fan of HEX. In fact, I'll be running that for an offline group later in the year. Probably an 8-10 hour game. I might be persuaded to run it in installments for players online. Hmmm, guess I should post the details in the online gaming section.
